Background of the Independent Police Conduct Commission (IPCC)

On 8 October 2022, the Independent Police Conduct Commission Act 2022 [Act 839] received Royal Assent and was subsequently gazetted on 18 October 2022 before coming into force on 1 July 2023.

The IPCC is an independent body that is required to submit and present an annual report on all its activities to Parliament, as stipulated under Section 39 of Act 839.

Furthermore, Section 37 of Act 839 mandates the Government to allocate adequate funds to enable the IPCC to effectively discharge its functions and exercise its powers as intended under the Act.

The IPCC officially commenced operations on 1 November 2023, supported by officers and staff appointed on 30 October 2023, as well as several senior officers seconded from the Ministry of Home Affairs, the Attorney General’s Chambers (AGC), and the Malaysian Anti-Corruption Commission (MACC). A total of 31 positions have been fully filled across the four (4) Divisions within the IPCC.

On 15 January 2024, a total of five (5) Commission Members were appointed by His Majesty the Yang di-Pertuan Agong for a term of three years to carry out the functions and responsibilities of the IPCC. The Commission is comprised of:

  • YBhg. Dato’ Mohamad Jazamuddin bin Hj Ahmad Nawawi, Deputy Chairman

  • YBrs. Puan Martina @ Kartina binti Zamhari

  • YBhg. Dato’ Shukri bin Abdullah

  • YBhg. Dato’ Tan Kang Sai
