A departmental council (DBC) is a two-way medium, where two parties of employees are given a channel to communicate with the management in expressing opinions, views and contributing sound ideas for the benefit and good of the organization
ESTABLISHMENT OF A DBC
All Government agencies that directly handle administrative affairs, human resource management and financial affairs and have the power to consider and make decisions on these matters are required to establish a DBC. For the purpose of establishing a DBC, a draft constitution that has been agreed upon by the Management and the Employees must be drafted in advance and must be submitted to the PSD for approval.
FIELDS AND FUNCTIONS
The scope, fields and functions of the DBC place more emphasis on the interests of employees in an organization. In addition to aiming to overcome the problems faced by employees, it can also be used as a discussion forum between management and employees. An active DBC will indirectly be able to instill a working spirit among employees to serve with more dedication and productivity.
MATTERS THAT CAN BE DISCUSSED
The matters that can be discussed include all matters related to working conditions except those that touch on government policies or personal matters. However, policy-related issues can be discussed for the purpose of explaining their implementation only. Among the matters that can be discussed in the forum include issues of allowances and facilities, finance, services, service schemes and staffing, welfare, administration and other matters.
