Introduction
The Secretariat of the Crime and Terrorism Prevention Board (ULPJK), Ministry of Home Affairs was established through Employment Warrant No. K167 of 2017 dated 22 December 2017 and Employment Warrant No. K15 of 2019 dated 10 January 2019 and was later rebranded to the Crime and Terrorism Prevention Regulatory Management Division (PJK) on 1 August 2023. This division is responsible for acting as the coordinating secretariat for the Crime Prevention Board and the Terrorism Prevention Board which were appointed with the consent of the Yang di-Pertuan Agong in implementing the Crime Prevention Act 1959 and the Terrorism Prevention Act 2015.
Background
A Special Meeting of the National Security Council on 14 October 2014 decided that a White Paper be prepared to explain to the people the dangers of the Islamic State (IS) militant group's activities involving Malaysians, and was tabled in the Dewan Rakyat. Decisions were reached towards the enactment of a specific law to deal with terrorism and subsequently passed in the Dewan Rakyat on 6 April 2015 and the Dewan Negara on 23 April 2015.
The enactment of the Prevention of Terrorism Act 2015 which is a preventive law is a proactive step by the Government to other punitive laws. It is with the aim of preventing the commission or support of acts of terrorism involving listed terrorist organisations in a foreign country or in any part of a foreign country. This Act is to ensure that the security and peace of the country is guaranteed for the well-being of all Malaysians.
The Prevention of Crime Act (Revised 1983) (Act 297) was also enacted as a measure to provide more effective actions to combat violent crimes, fraud, control criminals, members of secret societies and other undesirable persons in Peninsular Malaysia only. This Act was amended after the repeal of the Emergency Ordinance 1969 and the Internal Security Act 1960 which were alleged to be the cause of the increase in crime statistics.
