Introduction

Immigration Affairs Division

Role

The Immigration Affairs Division is responsible for ensuring that immigration policies and regulations regarding the entry of foreigners into Malaysia align with national interests. The Division also ensures that eligible citizens and qualified foreigners are not denied immigration facilities. It plays a vital role in formulating immigration and passport policies, entry permit policies, and handling cross-border documentation between countries.

Objectives

  1. To ensure that policies and regulations regarding the entry of foreigners into Malaysia are consistent with the interests of the country.

  2. To ensure that eligible Malaysian citizens are not denied access to immigration facilities.

  3. To act as a liaison and coordinator between the Ministry of Home Affairs and the Immigration Department of Malaysia on current and specific immigration matters, whether on behalf of the Department or the Ministry.

Core Functions

  • Policy, legal, and procedural review relating to immigration affairs, including:

    • Coordination of entry permits

    • Management of international relations on immigration matters

    • Coordination of immigration pass facilities

    • Border and cross-border documentation control

    • Secretariat duties for the Foreign Workers Management Lab

  • Serve as the Secretariat to the Minister of Home Affairs in executing powers related to immigration.

  • Review and assess applications and appeals submitted to the Minister of Home Affairs, and provide comments and recommendations for decisions. These include:

    1. Entry Permit

    2. Professional Visit Pass

    3. Expatriate Employment

    4. Foreign Domestic Helpers (not from source countries)

    5. Approval for the admission of international students by Private Higher Education Institutions / Private Education Institutions / Accredited Training Centres
