Introduction
OBJECTIVE
The Division of National Registration and Societies is responsible for formulating and coordinating policies related to national registration administered by the National Registration Department (JPN) and society registration administered by the Registrar of Societies Malaysia (JPPM).
FUNCTIONS

To ensure that the policies, laws, and guidelines for national and society registration remain relevant and responsive to current national needs.

To strengthen the monitoring, implementation, and compliance of national and society registration procedures in accordance with legal provisions.

To ensure smooth handling of citizenship matters and assessment of eligibility with transparency, fairness, and integrity.

To enhance service delivery efficiency through systematic system management, verification, and reporting.

To ensure that every policy decision and operational execution contributes to national security, unity, and sovereignty.
CITIZENSHIP UNIT
Functions:
-
To manage and process applications for Malaysian citizenship in accordance with the provisions of the Federal Constitution.

To prepare analyses, reviews, and recommendations for each application for consideration by higher authorities.
-
To manage the granting, revocation, and renunciation of citizenship based on established qualifications and criteria.

To coordinate citizenship application statistics and provide periodic reports to top management.
SOCIETIES UNIT
Functions:
-
To formulate, coordinate, and evaluate policies related to society registration as implemented by the Registrar of Societies Malaysia (JPPM).

To review and endorse applications related to registration, cancellation, and appeals of societies under the Societies Act 1966 [Act 335].

To provide policy feedback and analytical reports related to the activities and development of societies in the country.

To coordinate statistical records of society appeal applications and provide periodic reports as required.
POLICY UNIT
Functions:

To oversee the implementation of policies and programmes on national and society registration in line with the ministry's objectives.

To review, formulate, and coordinate proposed legal amendments related to national registration.
-
To provide technical input to the ministry on national registration policy issues.
-
To evaluate out-of-policy cases involving citizenship and nationality status.
-
To coordinate reporting related to key performance indicators (KPIs), action plans, and policy compliance of the ministry.
