 1. Can I submit an application to own a firearm directly to the Ministry?

No. The Ministry only processes appeals for applications that have been rejected by the Royal Malaysia Police (PDRM).

2. When should I submit an appeal to the Ministry?

Appellants must submit their appeal within thirty (30) days from the date of the rejection letter issued by the Inspector-General of Police.
If the appeal is submitted after this period, the appellant must submit a new application to the District Police Headquarters.

3. Can the Ministry issue a firearm ownership licence?

No. The Ministry only issues decisions on firearm ownership appeals.
Firearm ownership licences are issued solely by PDRM.

4. Where can I submit an application to own a firearm?

Applications for firearm ownership must be submitted to the District Police Headquarters responsible for the appellant’s place of residence.

5. How can I check the status of my appeal?

Appellants may:

  • Contact 03-8886 8546 / 8541 and provide the Ministry file reference number; or

  • Check the appeal status online at
    https://wems.moha.gov.my/wems/semakan
    by entering the appellant’s identity card number and file reference number.

Alternatively, appellants may submit a written enquiry to the Ministry or attend in person by appointment.

Appellants are not allowed to appoint representatives to handle appeal matters unless the appellant is unable to attend personally due to unavoidable circumstances, in order to prevent fraud and abuse of authority.

6. What should I do after receiving an approval letter from the Ministry?

The appellant must report to the relevant District Police Headquarters within six (6) months from the date of the approval letter.

7. What if I wish to add conditions to my licence?

  • If the licence approval was issued by PDRM, applications to add licence conditions must be submitted to PDRM Headquarters, Bukit Aman.

  • If the firearm ownership approval was issued by the Ministry, the licence holder may submit the application directly to the Ministry through the Security and Public Order Division.

8. Can I appeal against the Minister’s decision to reject my application?

No. Section 30(4) provides that any decision made by the Minister is final and conclusive.

9. What should I do if my application is rejected?

The appellant must submit a new application to the relevant District Police Headquarters, together with the grounds of application for consideration.

10. Can I appeal directly to the Ministry if a decision from the Inspector-General of Police has not yet been received?

No. Section 30(4) provides that the Minister’s authority to consider any case arises only after the application has been rejected by PDRM.

11. What supporting documents are required to update the Ministry’s database?

General documents:

  • Appellant’s personal details (latest address, contact number)

Specific documents (depending on the purpose of ownership):

a) Protection of crops from threats

  • Proof of land ownership

  • Authorisation to manage land

  • Evidence of crop damage

  • Replanting programmes

  • Crop diversity and types

b) Personal safety and protection of property

  • Latest company and personal financial statements

  • Copies of police reports relating to threats received

c) Sporting purposes

  • Certificates of participation in local or international competitions representing a club, state, or country
