Pyrotechnics | |
1 | Who is eligible to apply? |
Answer : Companies that have previously obtained approval from the Ministry and have been appointed as contractors. |

2 | Are other government agencies involved in the application to hold pyrotechnic shows? |
Answer : Approval from the Ministry is a policy decision. Applications are subject to technical guidelines on pyrotechnic use from other agencies such as the Royal Malaysia Police (PDRM) for security, the Fire and Rescue Department for safety, and the Civil Aviation Authority for airspace clearance. |

3 | Who is eligible to be appointed as a pyrotechnics expert? |
Answer : The individual must be a Malaysian citizen, hold a valid pyrotechnics qualification certificate, have no criminal record, and must not be an active member of any security force or uniformed agency in Malaysia. |

4 | Can I apply for a licence to distribute or sell pyrotechnic explosives? |
Answer : The Ministry and the Royal Malaysia Police do not issue any licence to distribute or sell pyrotechnic explosives. Only pyrotechnics branded as 'Happy Boom' and 'Pop-pop' are permitted for import and sale. Other types of explosives are prohibited and may only be used upon approval by the Minister of Home Affairs. |

5 | What are common mistakes made by applicants? |
Answer : a. Failure to appoint a qualified company to conduct the pyrotechnic show; b. Appointing a person from uniformed services or an unqualified individual as the pyrotechnics operator; c. Using unsafe or expired explosive materials; d. Applying to conduct pyrotechnic shows for events where such activity is prohibited; e. Submitting applications beyond the Ministry’s stipulated timeframe; and f. Providing the event manager’s details instead of the main event organiser’s details. |

Firearms | |
1 | What supporting documents are required to update the Ministry’s database? |
Answer : General documents: the appellant’s personal information (current address, phone number); and Specific documents depending on the purpose of firearm ownership: - For crop protection: proof of land ownership, authorisation to manage land, evidence of crop damage, replanting programmes, crop variety and type - For personal and property protection: latest personal and company financial statements, police reports on threats- For sports: certificate of participation in local or international tournaments representing a club, state, or country |

2 | Can I submit a firearm ownership application directly to the Ministry? |
Answer : No. The Ministry only has the authority to process appeals after the application has been rejected by the Royal Malaysia Police. |

3 | Can the Ministry issue a firearm ownership licence? |
Answer : No. The Ministry only issues decisions on firearm ownership appeals. Licences are issued by the Royal Malaysia Police. |

4 | How can I check the status of my appeal? |
Answer : You may contact the Ministry at 03-8886 8546 / 8541 and provide your case file number to the officer in charge. You may also send a letter to the Ministry or attend in person after making an appointment. You are not allowed to appoint a representative to manage your appeal to prevent fraud or abuse of power. |

5 | What should I do after receiving an approval letter from the Ministry? |
Answer : The appellant must refer to the respective District Police Headquarters within five (5) weeks from the date of the approval letter. |

6 | What should I do if I want to add conditions to my firearm licence? |
Answer : For licence holders approved by the Royal Malaysia Police, applications to add conditions must be submitted to the Bukit Aman Police Headquarters. If the approval was granted by the Ministry, the licence holder may submit the application directly to the Ministry via the Security and Public Order Division. |

7 | Can I appeal the Minister's decision to reject my application? |
Answer : No. Section 30(4) stipulates that the Minister's decision is final and cannot be appealed. |

8 | What should I do if my application is rejected? |
Answer : The appellant must submit a new application to the relevant District Police Headquarters, accompanied by justifications for consideration. |

9 | Can I appeal directly to the Ministry even if the Inspector-General of Police has not yet issued a decision? |
