A. MALAYSIAN CITIZENSHIP

1. What is the procedure for applying for Malaysian citizenship?
Individuals who meet the requirements under the Federal Constitution may submit their citizenship application to the National Registration Department (JPN). Further information on the requirements and procedures can be obtained directly from JPN via counter services or the official website at www.jpn.gov.my.

2. I have submitted my citizenship application to JPN. Upon checking, I found that the application file has been forwarded to the Ministry of Home Affairs (MOHA). How long will it take for a decision to be made?
All applications are reviewed on a case-by-case basis in sequence, based on the legal provisions under the Federal Constitution. Applicants will be notified in writing within 40 days from the date the decision is made by the Minister of Home Affairs.

3. I have submitted my citizenship application to JPN and I am facing issues related to education/health/travel documents/others. Can my application process be expedited?
Citizenship is the highest award granted by the Government of Malaysia only to eligible and qualified individuals who can make significant contributions to the country and pledge loyalty to His Majesty the Yang di-Pertuan Agong. All applications are processed in sequence, and consideration is based on national interests, security, and the well-being of existing citizens. Issues related to education, health, travel documents, or others should be referred to the relevant authorities.

4. My citizenship application was rejected. Can I appeal the decision?
No appeal is allowed as the decision is final. However, applicants may submit a new application to JPN, subject to the requirements provided under the Federal Constitution.

5. I wish to renounce my Malaysian citizenship. What is the procedure to do so?
A Malaysian citizen aged 21 and above may renounce their citizenship, subject to the provisions under Article 23(1) of the Federal Constitution. The application can be submitted to JPN. Further information on requirements and procedures is available via JPN counter services or at www.jpn.gov.my.

6. I have renounced/been deprived of my Malaysian citizenship and wish to regain it. Can I do so?
Individuals who have renounced or been deprived of Malaysian citizenship may submit a reapplication, subject to specific conditions. Applications can be made to JPN. Further clarification should be sought directly from JPN to receive advice tailored to the applicant’s case background.

B. REGISTRATION OF SOCIETIES

1. What types of organisations must be registered with the Ministry of Home Affairs (MOHA)?
MOHA’s jurisdiction covers organisations registered under the Societies Act 1966 [Act 335]. The definition of a society under Act 335 includes associations, clubs, or bodies with at least seven (7) members, a specific purpose, and a permanent or temporary nature. Organisations established under other legal frameworks such as companies, trade unions, cooperatives, etc., are not required to register under this Act.

2. What is the procedure to register a society under Act 335?
Society registration applications can be submitted to the Registrar of Societies Malaysia (JPPM) in the relevant state according to the society’s registered address, subject to eligibility and stipulated conditions. Further information can be obtained directly from JPPM via counter services or at www.ros.gov.my.

3. Can a society registration application be submitted directly to MOHA without going through JPPM?
The processing of society registration applications falls under the jurisdiction of JPPM.

4. My society was cancelled by JPPM. Can I appeal to MOHA?
Appeals for the revocation of society deregistration fall under MOHA’s jurisdiction. However, all appeals must first be submitted through JPPM.

5. How long does it take to process an appeal for the revocation of a society’s deregistration?
The processing period for an appeal depends on the completeness of the information provided by the applicant. A complete application will be processed within 30 working days from the date the file is received from JPPM. Applicants will be notified in writing within five (5) days from the decision of the Minister of Home Affairs.
