Companies Handling Fireworks and Pyrotechnic Displays

1. Companies that are legally established and registered with the Companies Commission of Malaysia (SSM);
   
   
2. Possess a valid and effective magazine licence issued by the Royal Malaysia Police (PDRM);
   
   
3. Employ certified shotfirers who have passed security screening;
   
   
4. Submit an application together with the following documents:
   1. Official Application Letter
   2. Company Corporate Information
   3. Proposed Working Paper / Company Business Plan
   4. Copy of Applicant’s Identity Card
   5. List of Names, Copies of Identity Cards and Certificates of Competency of Shotfirers
   6. Company’s latest three (3) months bank statements
   7. Technical documents as follows:
      1. Address, photographs and technical specifications of the explosives magazine (storage facility);
      2. List and photographs of fireworks and pyrotechnic explosives to be imported;
      3. Material Safety Data Sheet (MSDS) for fireworks and pyrotechnics; and 
      4. Other relevant documents (if any).

7. Categories of events / celebrations:
   
   
   1. Applications eligible for consideration are as follows:
      1. National- or state-level events or celebrations organised by Government Departments / Agencies;
      2. Corporate events with commercial value;
      3. Festive celebrations;
      4. Events or celebrations that benefit the community; and
      5. Displays involving the film industry.
         
         
   2. Applications not eligible for consideration are as follows:
      1. Private events or celebrations such as weddings, birthday celebrations and the like;
      2. Events or celebrations with political elements;
      3. Any displays held at events with religious elements; and
      4. Events or celebrations that do not benefit the community.
         
         

8. Display location:
   
   
   1. The area must meet safety requirements and environmental suitability, taking into account distance from areas such as residential areas, hospitals, schools, petrol stations and other similar locations;
   2. Taking into account the sensitivities of the local community, particularly in terms of culture and religion; and
   3. The area must be certified as safe by the Royal Malaysia Police (PDRM) and the Fire and Rescue Department of Malaysia (JBPM).
      
      
9. Duration of display
   
   
   1. The duration of the display shall not exceed 10 minutes for fireworks displays, while it shall not exceed 1 minute for theatrical pyrotechnic effect (TPE) displays;
   2. The time for conducting the display shall not exceed 12.00 midnight, except for events involving midnight celebrations such as New Year Celebrations and National Day Celebrations; and
   3. The timing and duration of fireworks displays must take into account the sensitivities of the local community, particularly in terms of culture and religion.

Companies Importing Happy Boom and Pop-Pop Fireworks

1. Companies that are legally established and registered with the Companies Commission of Malaysia (SSM);
   
   
2. Possess a valid and effective magazine licence issued by the Royal Malaysia Police (PDRM);
   
   
3. Submit an application together with the following documents;
   
   1. Official Application Letter;
   2. Company Corporate Information
   3. Proposed Working Paper / Company Business Plan;
   4. Copy of Applicant’s Identity Card
   5. Company’s latest three (3) months bank statements
   6. Technical documents as follows:
      1. Address, photographs and technical specifications of the explosives magazine (storage facility);
      2. List and photographs of Happy Boom and Pop-Pop fireworks to be imported;
      3. Material Safety Data Sheet (MSDS) for Happy Boom and Pop-Pop fireworks; and
      4. Other relevant documents (if any).

6. Only the list of forty-five (45) types of Happy Boom and Pop-Pop fireworks permitted for public sale during festive seasons is as specified under Schedule [P.U. (B) 41] – Explosives Prohibition Notification 2025.
   
   
7. Fireworks are only permitted for public sale during Government-recognised festive seasons as follows:
   
   1. Hari Raya Aidilfitri / Aidiladha;
   2. Chinese New Year;
   3. Deepavali;
   4. Christmas;
   5. Gawai; and
   6. Kaamatan.

Dangerous Weapons

1. Dangerous weapons as listed under the Second Schedule of the Corrosive and Explosive Substances and Dangerous Weapons Act 1958 [Act 357] and the list under the Customs (Prohibition of Imports) Order 2023 are categorised as prohibited items for import into the country and require approval from the Ministry of Home Affairs (MOHA) as specified in the Schedule.
   
   
2. Any individual or company intending to import dangerous weapons into the country, or whose goods have been detained by the Royal Malaysian Customs Department (RMCD), must submit an application to MOHA by completing the form obtainable from the official MOHA website via letter/email addressed to:

3. The Application Form must be complete and contain details according to the following categories:
   
   
   1. Category of items not yet detained
      
      1. Type of weapon applied for together with actual photographs;
      2. Quantity of weapons to be imported;
      3. Place of origin where the weapons were obtained;
      4. Purpose of use of the weapons;
      5. Address and storage location of the weapons;
      6. Proof of purchase of the weapons (invoice / purchase order); and
      7. Other supporting documents, if any
         
         
   2. Category of items already detained
      1. Type of weapon applied for together with actual photographs;
      2. Quantity of weapons imported;
      3. Place of origin where the weapons were obtained;
      4. Purpose of use of the weapons;
      5. Address and storage location of the weapons;
      6. Detention / seizure notice issued by the Royal Malaysian Customs Department or shipping agent;
      7. Proof of purchase of the weapons (invoice / purchase order); and
      8. Other supporting documents, if any.

4. For applications involving more than one (1) weapon, the photographs submitted must include all weapons together as a complete set.
