Application Requirements

APPLICATION REQUIREMENTS

  1. The company must be registered with the Companies Commission of Malaysia (corporate entity), the Ministry of Finance (explosives sector), and the Royal Malaysia Police (IPK level).

  2. All board members of the company and staff, including pyrotechnics experts, must pass the Royal Malaysia Police (PDRM) security screening.

  3. The company must have public liability insurance coverage.

  4. The company must have a safe storage place for pyrotechnic materials that meets the Ministry’s specifications.

  5. A company wishing to import and store pyrotechnic materials must have an explosives storage facility. If not, the company must provide proof of storing explosives in a safe location.

  6. The use of pyrotechnics is prohibited at the following events:

    • Religious celebrations
    • Weddings
    • Political gatherings or events that benefit certain communities based on race, religion, or politics, as well as private events.
  7. The use of pyrotechnics is not allowed inside buildings, except at the following premises:

    • Indoor stadiums
    • Theaters
    • Auditoriums
    • Hotel halls
    • Convention centers or exhibition halls
  8. The use of pyrotechnics is not allowed in or near the following locations:

    • Schools
    • Hospitals/medical centers
    • Residential areas
    • Petrol stations
    • Locations where flammable materials are stored
    • Flammable areas such as forests, bushes, and waste disposal sites
    • Other areas that may pose a fire hazard.
  9. Only safe and appropriate pyrotechnic materials obtained from approved pyrotechnic suppliers are permitted for use in shows.

  10. Pyrotechnic displays should not be conducted after 10:00 PM, except for special celebrations like New Year's Eve and Independence Day.

  11. The duration of pyrotechnic displays must not exceed 10 minutes for outdoor shows and 1 minute for indoor shows.

  12. The timing and duration of the pyrotechnic displays must also consider the sensitivities of the local community, especially in terms of social, cultural, and religious factors. Exceptions are given to events with specific timing, such as New Year’s Eve and National Day celebrations.

  13. The company must take appropriate measures to ensure the safety of the pyrotechnic display area and its surroundings.

  14. The company must provide suitable fire prevention equipment at the location.

  15. The company must take appropriate measures to ensure that areas involved in the pyrotechnic display are cleaned up after the event.

APPLICATION

  1. Applications must be submitted to the Public Safety and Security Division no later than seven (7) working days before the date of the event.

  2. A complete application must include the following details:

    • Applicant’s name (pyrotechnics company)
    • Appointment of the applicant as the contractor for the main organizer’s event
    • Event title
    • Date of the event
    • Time and duration of the display
    • List of explosives
    • List of pyrotechnic operators
    • VIP identities (if any)
  3. Complete applications must be submitted within the specified time to the following address:
