Offenses Under the Quranic Text Printing Act

Printing Without a License
- Section 5(1): No one is allowed to print, assist in printing, publish, or assist in publishing the Quranic text without approval or a license issued by the Board.
- Section 5(6) Penalty: RM 10,000 or 3 years in prison or both.

Violating License Conditions
- Section 5(7): Any person who fails to comply with or violates any condition issued along with the license shall be considered guilty of an offense.
- Penalty: RM 5,000 or 1 year in prison or both.

Failure to Submit Final Proof
- Section 6(1): No one is allowed to print or publish the Quranic text unless they submit and obtain approval/certification that the Quranic text is correct/authentic.
- Section 6(3) Penalty: RM 10,000 or 3 years in prison or both.

Imported Quranic Text
- Section 7(1): No one is allowed to import for sale or distribution any Quranic text without obtaining approval from the Board.
- Section 7(2) Penalty: RM 10,000 or 3 years in prison or both.

Quranic Text Must Contain Certain Information
- Section 8(1): Every Quran printed in Malaysia or imported into Malaysia must clearly display on the first or last page:
- Name and address of the printer/publisher/importer.
- Address of the printing location.
- Certification that the Quranic text is correct.
- Reference number of the relevant certification.
- Section 8(3) Penalty: RM 20,000 or 5 years in prison or both.
- Section 8(1): Every Quran printed in Malaysia or imported into Malaysia must clearly display on the first or last page:

Quranic Text Must Be Printed as Certified
- Section 9(1): No one is allowed to print or publish a Quranic text that differs from the version certified by the Board.
- Section 9(2) Penalty: RM 20,000 or 5 years in prison or both.

One Copy of Quranic Text Must Be Submitted to the Board and Another Kept
- Section 10(1): Every person printing a Quranic text must promptly submit one copy of the Quran to be kept by the Board.
- Section 10(2) Penalty: RM 2,000 or 6 months in prison or both.

Waste Materials from Quranic Text or Quranic Material Printing
- Section 11(1): Any person printing a Quranic text or Quranic material must take all necessary steps to ensure that any waste material printed with Quranic verses is immediately destroyed by burning in a sealed, inaccessible location, and not leaving the premises except when it is being transferred to a place for destruction.
- Section 11(3) Penalty: RM 5,000 or 1 year in prison or both.

Control, Sale, Distribution, and Publication of Quranic Text
- Section 13(1): No one is allowed to sell, offer for sale, distribute, or publish, or have in possession, custody, or control for the purpose of selling or distributing any Quranic text unless it prominently displays certification/approval information on the first or last page, as stated in Section 8(1) or Section 12(3).
- Section 13(2) Penalty: RM 5,000 or 2 years in prison or both.

Printing Quranic Text/Material Containing Errors
- Section 14(1): No one is allowed to print or publish any Quranic text/material containing errors in the verses of the Quran.
- Section 14(2) Penalty: A fine not exceeding RM 20,000 or imprisonment not exceeding 1 year or both.
