Parliament and Cabinet Division

Introduction

Introduction:

The Parliament and Cabinet Division is responsible for co-ordinating and planning matters relating to Parliamentary affairs for the Ministry of Home Affairs, Cabinet meetings and major meetings.

Service Information

This division comprises three major units:

1. Parliament Unit
2. Cabinet Unit
3. Meeting Management and Special Monitoring Unit

(a) Parliament Unit

(i) Planning preparing session for answers to Parliament questions.

(ii) Setting up archive of past questions and answers.

(iii) Being wholly responsible for the system in uploading the questions.

(iv) Analysing current issues brought up in each Parliamentary session in order to prepare the ministry Parliament Question Index.

(v) Formulating a strategic plan to prepare answers to Parliament questions.

(vi) Analysing issues for each Parliamentary session and recommending the questions to be answered by the Minister of Home Affairs/Deputy Minister of Home Affairs.

(vii) Planning and organising the teams preparing the answers to assist the Minister of Home Affairs/Deputy Minister of Home Affairs before the debate session.

(viii) Planning and managing briefing session between the Minister of Home Affairs/Deputy Minister of Home Affairs and Members of Parliament on any issue arising.

(ix) Planning and arranging the rotation of the officer on duty at Parliament.

(x) Preparing Parliamentary session daily reports.

(b) Cabinet Unit

(i) Managing the preparation of feedback for Cabinet Meetings.

(ii) Co-ordinating the preparation of Cabinet Memorandums for the ministry to obtain policy decisions on specific issues.

(iii) Co-ordinating the preparation of Cabinet Notes for the ministry for attention at Cabinet meetings.

(iv) Planning and managing the Ministry Post-Cabinet Meetings

(v) Being responsible for the Cabinet Meeting system.

(vi) Planning and preparing comments on Cabinet Memorandums from other Ministries.

(vii) Monitoring the implementation of the decisions of Cabinet/Post-Cabinet Meetings which require follow-up action.


(c) Meeting Management and Special Monitoring Unit

(i) Planning and preparing feedback on decisions made at the Meetings of Secretaries-general of Ministries and Heads of Service.

(ii) Planning and preparing feedback on decisions made at meetings of Menteri Besar and Chief Ministers and Meetings of the Council of Rulers.

(iii) Preparing and planning feedback for meetings of Main Meetings/Cabinet committees of which the Minister of Home Affairs/Deputy Minister of Home Affairs/Secretaries-general of Ministries is a member.

(iv) Planning and preparing answers to feedback submitted by external parties.
