SPEECH BY YB DATO LEE CHEE LEONG, DEPUTY MINISTER OF HOME AFFAIRS THE DIALOGUE SESSION WITH INTERNATIONAL SCHOOLS IN KLANG VALLEY

Y.Bhg. Dato Abdul Rahim bin Mohamad Radzi,

Secretary General

Ministry Of Home Affairs

YDH Dato Wira Ayub bin Haji Yaakub

Chairman,

Secretariat NKRA PDRM

Distinguished Representatives From International Schools,

Ladies And Gentlemen.

Good evening.

The Government Transformation Programme (GTP), is an ambitious, broad based initiative aimed at addressing key areas of concern to the public while supporting Malaysia transformation into a developed, high-income nation as per vision 2020.

The two main features of the GTP are:

  • Centred on priorities that matter most to the public i.e people first
  • Creating fundamental changes on nationwide basis to deliver big results fast i.e performance now.

In line with developing safe, peaceful and united communities as envisioned under the 1Malaysia concept, the government has made reducing crime a National Key Result Area (NKRA). The public should be able to enjoy the right to live in a safe and secure environment while enjoying a good quality of life without worrying about their safety.

Ladies and gentlemen,

Under the NKRA reducing crime, there are a lot of initiatives that have helped to reduce crime. Firstly we are focusing at 4 hotspot states namely Penang, Johor, Kuala Lumpur and Selangor. From the 4 hotspot states we then targeted at hotspot areas in the states like Cheras, Kepong, Shah Alam, Selayang, Ampang Jaya etc.

It is important to understand that the responsibility for combating crime does not only rest on the police, but must take the form of public-private-police partnership approach. As such other agencies within the Ministry Of Home Affairs have been mobilised to create an omnipresence of troops to patrol crime areas and supplement police officers. In the omnipresence program in addition to the police we have the involvement of the Civil Defense Corps, RELA and even the Army.

In preventing crime, a collaborative effort from various agencies and ministries are needed. Apart from the police being tasked with the main omnipresence program, other agencies have collaborated closely with their own initiatives such as:

  • Improving safety features for townships by the town and country planning department, local government department both under the housing ministry;
  • Improving the rehabilitation and community programs by the prison department;
  • A New Cure and Care Drug Rehabilitation Program by the National Antidrug Agency (AADK); and
  • Crime Awareness Teams Ministry of Youth and Sports.

Ladies and gentlemen,

Under this NKRA we are moving away from working in a silo mentality. It is important to understand that the responsibility of combating crime does not rest solely with the Ministry Of Home Affairs or the police. It is a multi-party effort involving the public, the media and the government. The public must play their role in helping PDRM for instance keeping a watchful eye over happenings within their neighbourhood. The public should also attend PDRM briefings and meet the public sessions as this is when one gets to build a good rapport and provide feedback to the men in blue. With this, the public will also get a better understanding of the workings of the police force while a better two-way relationship is forged in the interest of combating crime.

Working together, we can combat crime for all in Malaysia. The government is doing its part. We urge all to also contribute to the cause for a safer and better Malaysia.

Thank you.
